This system is ONLY intended for authors who
(1) do not belong to any National Group, or
(2) are invited speakers (e.g., keynote speakers).

The papers submitted here will be reviewed by the Scientific Program Committee (SPC) directly.
SPC may redirect the paper to the correct National Group (NG) if there exists one.
